Why is they only from the age of 18?

If a person is strong, courageous and wants to serve or fight, but he is only 14-15 years old. Why don’t they even take a volunteer? As the same son of the regiment. A bondage is taken at 18. Even those who do not want. Why is the law so compiled? And from whom will it be senseless?
